A reported European “Only Once” AI plan highlights a larger public-sector design principle: companies should not have to keep resubmitting information that government already holds. The concept is not about making compliance disappear, but about reducing duplicate administrative effort while preserving accountability.
Why this matters now
Administrative simplification matters because reporting burden is often created by fragmentation, not by a single bad form. A business may provide the same legal name, ownership details, address, financial identifiers, licenses, or workforce information to multiple agencies, each with its own portal, format, deadline, and interpretation. The result is wasted time, inconsistent records, and higher compliance costs without necessarily improving oversight.
For professionals working with AI, policy, operations, or regtech, this is a useful counterweight to the common framing of government technology as only enforcement or surveillance. Simplification is also a product and data architecture problem. It asks: how can public institutions reuse trusted information safely, legally, and efficiently?
AI enters the conversation because it can help classify documents, extract structured fields, route information, detect inconsistencies, and support officials in matching records across systems. But AI is not the core idea. The core idea is administrative design: collect necessary data once, maintain it well, and reuse it under clear rules.
How it works (core definition and mechanism)
Administrative simplification is the redesign of government processes to reduce unnecessary steps, duplicate submissions, and avoidable complexity for citizens and businesses. A common version is the once-only principle: if a public authority already has a valid piece of information, another authority should be able to reuse it instead of asking the user to submit it again.

Businesses provide data once then authorities reuse it with correction and audit.
The mechanism starts with a reliable source of truth. That may be a business registry, tax record, licensing database, or secure portal where a company submits information. The data must be validated, standardized, and linked to the right entity. Without that foundation, reuse simply spreads errors faster.
Next, public bodies need interoperability. This means shared identifiers, common data definitions, APIs or secure exchange channels, and rules for when information can be reused. “Address,” for example, must mean the same thing across systems, or differences must be explicitly mapped.
Finally, simplification needs governance. Businesses should be able to see what has been reused, correct inaccurate records, and understand which authority is responsible for decisions. Audit trails, access controls, retention rules, and human review are not optional extras. They are what make reuse legitimate rather than opaque.
Real-world applications
For businesses, administrative simplification can reduce repetitive reporting during company formation, tax registration, licensing, procurement, grants, customs, employment reporting, and sector-specific supervision. The biggest gains often appear when a company operates across jurisdictions or deals with several agencies at once.
For governments, the benefits include cleaner records, faster processing, fewer manual checks, and better risk targeting. Instead of asking every firm for the same baseline data repeatedly, officials can focus on exceptions, outdated records, or higher-risk submissions.
For technology teams, the opportunity is not just document automation. Durable work includes data mapping, entity resolution, consent and authorization flows, case management, explainable AI assistance, and monitoring for data quality. AI can support these tasks, but the system still needs clear process ownership.
For compliance and operations leaders, the practical first step is internal: identify where the organization repeatedly submits the same data, determine the authoritative internal source, and track variation across forms. That map becomes useful whether simplification is driven by government reform, enterprise automation, or both.
Where to go deeper
To build real fluency, study the once-only principle, digital identity, interoperability frameworks, master data management, public-sector service design, and administrative law basics. These topics explain why simplification is harder than adding a chatbot to a portal.
A good evaluation question is: does this change remove a step for the user, or merely hide complexity behind a new interface? Strong administrative simplification reduces duplicate work, improves data quality, and preserves the user’s ability to correct, contest, and understand government decisions.
